Quality & Process Posture

Quality delivered as a system.

Process maturity is appraised, audited, and embedded in delivery. Federal customers placing task orders against the vehicles below inherit a quality management system that's already been verified externally.

Process Maturity: CMMI-SVC Level 3; Services-track appraisal of process management, project management, support, and engineering practices.
Quality Management: ISO 9001:2015; Internationally recognized quality management system, audited externally.
CUI Handling: CMMC Level 2; DoD Controlled Unclassified Information protections. Final audit June 2026.
Navy QMS: NAVSEA 04RP; Approved Quality Management System for shipboard and submarine work (2025).

Program Risk Management

Delivery-side risk is governed by appraised CMMI-SVC Level 3 process areas: Risk Management (RSKM), Project Monitoring and Control (PMC), and Quantitative Project Management (QPM). Risk registers are maintained per program with defined escalation paths, monthly cadence to leadership, and metrics-driven thresholds that trigger corrective action.

Subcontractor Governance

Discipline across the team.

Accelera operates as prime and as sub across federal vehicles. Both directions inherit the same governance: documented small-business goals, monitored subcontractor performance, and flow-down clause acknowledgment verified before task orders are placed.

Subcontracting Plan: FAR 19.702 / 19.704; Annual small-business subcontracting goals tracked, reported, and audited. Compliance with SBA reporting obligations on covered prime contracts.
Performance Management: CMMI-SVC SAM; Supplier Agreement Management process area. Subcontractor performance monitored on cadence aligned to prime CPARS reporting cycles.
Flow-Down Compliance: FAR · DFARS · Agency; Mandatory clauses propagated to teaming partners with verified acknowledgment. CUI / cybersecurity flow-down handled per DFARS 252.204-7012.

USDA STRATUS

Contract # 12314424G0015

The USDA STRATUS Pool 2 contract is part of the U.S. Department of Agriculture's suite of Basic Ordering Agreements (BOAs) designed to streamline cloud service procurement for federal agencies. Launched in 2024, Pool 2 provides Cloud Integration and Development Support Services, including managed services to accelerate digital transformation.

Key offerings include cloud governance, strategy, platform architecture, migration, security, CI/CD pipelines, application development and integration, identity management, change management, operations and maintenance, and training.

With a 10-year period through 2034, it enables rapid task-order awards, reducing procurement timelines while supporting USDA's cloud adoption and IT modernization across mission areas.

NASA SEWP V

Accelera Solutions is a Small Business contract holder under SEWP V, a multi-award GWAC for IT and audio/visual product solutions and related product services. SEWP V supports federal cloud, virtualization, and state-of-the-art IT acquisitions with the high-touch support SEWP customers expect.

Available to all Federal Government agencies and authorized federal contractors. Operates under Fair Opportunity regulations as defined in FAR 16.505(b). Contract holders are considered for each order in excess of $3,500. Agency Contracting Officers can direct an opportunity as a "set-aside" to specific socio-economic categories.

4 · International Framework Agreement

NATO BOA

The NATO Basic Ordering Agreement is a two-stage contracting procedure: a framework contract specifying basic provisions and pricing methodology is negotiated and placed with a potential supplier for a specified range of goods and services. Retail quantities are then competed at a later stage, on demand.

SeaPort-NxG

SeaPort-NxG is the Navy's electronic platform for acquiring support services across 23 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, NAVWAR, NAVFAC, NAVSUP), the Office of Naval Research (ONR), Military Sealift Command (MSC), and the U.S. Marine Corps compete service requirements among 2,400+ SeaPort-NxG IDIQ multiple-award contract holders.

MDA SHIELD is the Missile Defense Agency's enterprise-tier acquisition vehicle for innovative capability delivery to the warfighter. Structured for increased speed and agility against evolving defense needs, the $151B program ceiling defines the procurement plane through which MDA reaches in to the engineering bench when homeland-defense and theater-defense capability has to land fast.
