Meet
Greg Dyer
Chief Operating Officer
Runs operations and growth, pairing two decades of federal program leadership with a track record of scaled exits.
Greg Dyer, Chief Operating Officer, has a distinguished two-decade history of enhancing operational excellence and strategic growth across the technology sector. As Managing Partner for Spinvi, he led the company to notable achievements, including "America's Best Startup Employers" by Forbes Magazine, first place in Seaport-e and SeaPort-NxG small business obligations, and a top 3 contractor position for NIWC Atlantic. His leadership culminated in a successful acquisition of Spinvi, marking a significant milestone in his career.
Before his achievements at Spinvi, Greg held influential roles at Bowhead, Booz Allen Hamilton, and CACI. As an Executive Director at CACI, he was instrumental in developing operational growth strategies that solidified his reputation as a leader adept at navigating complex business landscapes and achieving tangible results.
Following Spinvi, Greg transitioned to Aspetto, Inc., where, as Chief of Strategy & President of Government Services, he was instrumental in launching a new government services division. This strategic move diversified Aspetto's portfolio and fueled significant growth, leading to its recognition on the INC.5000 list of America's Fastest-Growing Companies three years in a row.
At Accelera, Greg leverages his vast expertise to bolster the company's prowess in cloud modernization, cybersecurity, and digital transformation. His focus on operational efficiency and strategic growth positions Accelera as a leader in tech innovation for public and private sectors. Greg and Accelera's CTO, Dayel Ostraco, share a long-standing track record of collaboration, including their tenure together at a major federal systems integrator, where they delivered Enterprise IT programs collectively valued at nearly $1 billion across the Department of Defense and federal civilian agencies. They are now reunited at Accelera to drive the next generation of AI-enabled federal capability.
Meet
Dayel Ostraco
Chief Technology Officer
Architects the AI behind Accelera's frontier work: multi-cloud orchestration, agent identity, and ATO-by-design.
Dayel Ostraco, Chief Technology Officer, brings more than 20 years of experience delivering secure, mission-critical platforms across the Department of Defense, Defense Health Agency, Department of Veterans Affairs, and federal civilian agencies. His prior engineering and architecture leadership at Modus21, Equifax Government Services, CACI International, and Booz Allen Hamilton spans Zero Trust microservices, AI/ML decisioning platforms, and secure data architectures. Dayel has founded and led two technology companies through successful exits, holds the CISSP and AWS Certified Solutions Architect certifications, and maintains an active DoD Secret clearance.
At Accelera, Dayel leads technology strategy with a focus on embedding AI as a foundational engineering discipline across federal solutions. Not an add-on capability, but a mission-ready component of modern systems. At the core is Accelera's multi-cloud AI orchestration platform: architecture that lets agent teams operate across Azure OpenAI, Google Vertex, AWS Bedrock, and other government-authorized services through a vendor-agnostic abstraction layer with deterministic guardrails enforced at the orchestration layer.
His prior engineering work underwrites Accelera's frontier capability. Dayel led AI/ML decisioning platforms processing more than ten million daily transactions across federal benefits and identity-verification programs. That work supported over $1.7 billion in cumulative federal program revenue. He has secured ATOs for bleeding-edge platforms including blockchain identity systems and on-premises LLM inference. That discipline now drives Accelera's agent-IAM posture: every production AI agent operates with a scoped identity in the same IAM control plane as every other actor, least-privilege permissions, and a per-action audit trail traceable to the human who delegated the work.
His leadership extends Accelera's two decades of federal engineering into the next generation of AI-enabled capability: architectures that let federal agencies adopt AI without sacrificing compliance, vendor independence, or mission control, with authorization and human-in-the-loop oversight designed in from the start.
What binds us
The team is the doctrine.
Twenty-four years of federal mission delivery. All-source clearances at the bench. Agent-AI engineering, ATO-by-design, Zero Trust agent governance. Refined across two decades of DoD, civilian, and intelligence engagements. The names below carry the doctrine, not the other way around.
