About SeaPort-e

NAVSEA has awarded multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts for a wide range of engineering, technical, and programmatic services and solutions for the Virtual SYSCOM (NAVSEA, NAVAIR, NAVSUP, SPAWAR, Strategic Systems Program (SSP), NAVFAC) as well as Commander, Naval Installations (CNI) and the US Marine Corps. SeaPort-e furthers the Navy’s Seapower 21 objective to increase efficiency, and allows for tailoring services according to the needs of geographically-dispersed organizations with significantly diverse product area requirements and missions.

NSWC Dahlgren is the Seaport-e Contracting Office, however, each activity will release their own RFPs.

Team Members

Terrill Andrews – Seaport-e Program Manager. Mr. Andrews is a founding partner of Accelera Solutions. With his background in software engineering Mr. Andrews was responsible for management and delivery of Accelera’s many software development projects. He now provides leadership for project management and process improvement for Accelera’s service delivery business based on his extensive experience with full project lifecycles using standard project management methodologies. His experience also includes project management, business analysis, requirements gathering, application architecture design, system testing and implementation. Mr. Andrews manages many of Accelera’s most complex and demanding service delivery projects.

Jodi Varnese – Contracts Administrator. Mrs. Varnese has a background with contracts administration and oversees Accelera’s contracts department. Her experience includes risk analysis, contracts negotiation, and business process development in the Federal contracting space.

Quality Assurance is a critical component ingrained in each phase of our projects. The primary methods of assuring the quality of services are detailed planning, participation of qualified personnel, the use of appropriate tools, and the use of proper program and project management methods. Further, our collaborative method of developing detailed work plans for specific tasks will help assure the quality of support provided on each project task we conduct in support of the Warfare Centers, throughout all seven zones.

The quality of work associated with project tasks and deliverables is overseen by the most experienced professionals at Accelera Solutions. Work performed is measured against best practice standards that have been defined. This approach ensures that all required functional and technical knowledge is represented for the task orders, while simultaneously holding down costs. This process serves as a quality control check for key deliverables. Accelera Solutions’ quality management approach is designed to prevent, reduce, and address issues that might jeopardize our ability to perform on time, within budget, or meet task order requirements.

Our approach includes:

  • Establishing and maintaining a Quality Management plan for the Seaport-e contract
  • Establishing and monitoring metrics for project objectives
  • Establishing quality management processes that include monitoring and assessing performance
  • Coordinating with the government stakeholders to establish quality objectives by deciding the scope and frequency of quality assessments and reporting policies
  • Conducting periodic and Quality Management Reviews
